Powers of Attorney from the legal office are not required by the Transatlantic Council for any Council or District activities. The reference to POA should be more clearly stated to point out that the Parental Statement on each of the forms which grants permission for health care must be signed by the parent. If a Scout uses a non BSA physical form for camp, and it does not have the Parental Statement on it, he should either obtain a POA or attach a BSA Physical form with that portion signed by the Parent.
Wording in various pieces of BSA literature may sound contradicting but the certification that a medical evaluation was conducted may be certified by a licensed health-care practitioner on all three BSA physical types. Examinations conducted by licensed health-care practitioners other than physicians will be recognized for BSA purposes in those states where such practitioners may perform physical examinations within their legally prescribed scope of practice. Even though we are not located in a US state, the same would apply to health-care providers employed at Military Hospitals and Clinics who are granted those responsibilities.
