Transatlantic Council is required through US regulations to collect from non-Department of Defense families a sum equal to the amount provided by the Morale, Welfare, Recreation grant. For many years we collected this fee at recharter time and when new youth register. In the last couple of years we have not raised the fee even though the MWR grant was increased and allotted a portion of Bowl-a-thon, and Friends of Scouting to show compliance. The gap between the actual grant and the amount collected has widened to the point that we need to increase the Fair Share costs. The Executive Board of our council voted to increase the Fair Share fee to $70 per youth beginning with the 2008-2009 recharter. This fee is reduced to $62 for Presidential Units for 2008 Friends of Scouting campaign. Those units that pay a reduced portion will continue to apply the same percentage to the overall amount. John Paul Meier is heading a committee comprised of volunteers from many of our international school communities to review the Fair Share fee structure and how it is implemented in our council with recommendations for the 2009-2010 program year.
